Improve on the previous MC reconstruction for FULLSTREAM stream

This AP is supposed to take the place of the following !707 (merged)

  • align Allen config with data-taking
  • align Moore config with data-taking
  • reintroduce true variables
  • can I fix the iddl? -> nothing to fix, was issue with missing tistos
  • include hlt2 tis tos
  • include isolations
  • add mass swaps with DTF and without
  • add Psi DTF constraint
