B2HH over all of COMMISIONING23

Andrea Villa requested to merge avilla/B2HH_COMMISSIONING into master

Selecting B2HH candidates on the whole COMMISSIONING23 sample, including OK, UNCHECKED, and BAD runs.

This production will supersede both !932 (merged) (output will be replaced) and !983 (merged) (output can be archived).

The restriction on the run numbers to run over is lifted, since we discovered that there are more runs that can be used outside of those.
