WIP: add Dec file 28196040: X_LcLc,pKpi=TightCut.dec

  • Add a Dec file for MyX -> (Lambda_c+ -> p+ K+ pi-) (anti-Lambda_c- -> anti-p- K- pi+)
    • 28196040: X_LcLc,pKpi=TightCut.dec
      • Note that this differs from 28196071, X_LcLc,pKpi=DecProdCut.dec, in two ways:
        • imposition of stricter generator-level cuts
        • different mother particle ID (28196040 uses chi_c1, 28196071 uses psi(3770))
