add two decfiles for the search of X3823 particle

We plan to add two Decfiles for the search of X3823 particle in the B decays:

  • 12143209 : Bu_X3823K,chic1g,Jpsig,mm=TightCuts.dec

  • 12143200 : Bu_psi2SK,chic1g,Jpsig,mm=TightCuts.dec

The decfile Bu_psi2SK,chic1g,Jpsig,mm=TightCuts.dec is for the control mode.

These two decfiles has been tested locally.
