UPC tautau->muX type decfiles

Tau decay files with Starlight production. The pipelines may fail due to a long starlight initialisation of tautau production. Please see !1273 (merged) and !1496 (merged) for this known behaviour.

It will be great if this file could be made available for Sim10.
