Update and add a new DecFile for Z+D associated production studies

We identified issues in the sample 42972001 generated for Z+D research. The command (Pythia8Production.Commands = "WeakSingleBoson:ffbar2gmZ = on") was used, and the LoKi::FullGenEventCut is too strict, resulting in the sample not meet our expectations. so, we relax the LoKi::FullGenEventCut. We hope this will produce a more desirable sample.
