Add updated K+_pipipi=TightCut.dec [EvtType: 37103003] and buggy EventType 37103001 to table_obsolete.sql

This MR contains the deletion of buggy EventType 37103001 and addition of the updated/new EventType 37103003 (with the fix to close the string properly). The buggy EventType has been added to table_obsolete.sql for bookkeeping purpose. The new decfile targets both sim09 and sim10.
