Minor changes to hlt2 bandwidth test

Small changes to the bandwidth test:

  1. Corrected comment in line-and-stream-rates.py for clarity
  2. Removed unnecessary 'CondDB' line for DD4HEP compatibility
  3. Changed unit from Hz to kHz in main rate plot hist_rate.png
