Cleanup: remove spruce and hlt2 rate tests

As the bandwidth tests for Hlt2 and Sprucing replaced the previous rate_and_size tests, there's no need to keep the old files.

hlt2_stream_banks.py can be removed too. (I forgot to remove it previously)
