Add SMOG2 real data file to TestFileDB

This MR adds a real data file from Run 251995 in 2022 to the TestFileDB. This run had simultaneous pp collisions and SMOG2 injection, and is used to test SMOG2 HLT2 lines.

This file is used in the test hlt2_SMOG2_thor_data_2022_HLT2rerun, which is currently failing because the input file location was hardcoded instead of using TestFileDB input. This MR adds the file to the TestFileDB, which is a prerequisite for fixing the test (which will be fixed in a separate Moore MR).
