[RTA BW tests]: Write .dst output for the sprucing bandwidth tests

Goes with lhcb/Moore!2871 (merged)

This to align better with what happens in reality - before now all the output of the bandwidth tests was to .mdf.

Also now bring the bandwidth tests back to life (hopefully), as since yesterday now break during line-and-stream-rates and list_event_numbers due to unpack_rawevent being removed in lhcb/LHCb!4442 (merged). Convenient to fix it here.

TODO:

  • Investigate any file compression that is/should be happening? See notes in discussion on this.
