[RTADPA BW Tests] Fix all spruce tests

hlt2-output-locally option can't run multithreaded to output a dst, so add -e 1. This should resolve the current hlt2_and_spruce error.

No longer enable iosvc for sprucing tests (seems to fail when writing to a .dst, https://mattermost.web.cern.ch/lhcb/channels/dpa-wp1-sprucingtesla/e6eh9tkn6pyb8niw4iy6zcbfra)
