Goes with lhcb/Moore!3448 (merged) and lhcb/LHCb!4565 (merged) (the latter is to be tested with Moore!3506 DaVinci!1099)

As titled - the changes are pretty dull. I did at least manage to stop hard-coding available stream configs now.

The LHCb MR prevents lots of ERROR messages popping up when we have calibration lines that have no DstData rawbank, or an empty bank. This should be followed up in lhcb/Moore#777
