[RTADPA BW Tests] Move analysis scripts from PRConfig to Moore

Goal

A medium-standing goal has been to move the MoorePython scripts from PRConfig to Moore, thus we can better support master and 202X-patches. And the scripts are then released with Moore meaning we are closer to being able to do legacy running of the tests. (Closer, but PRConfig still remains a dependency due to the actual header bash scripts living here).

• We now have two versions of line-and-stream-rates.py (code duplication)
• A couple of if use_iosvc in options conditionals should be removed from run_bandwidth_test_jobs.py
• read_event_numbers.py has to make some hacks to configure ODIN on 2024-patches

ToDo

• Move MoorePython scripts and PRConfig/bandwidth_helpers.py to Moore/Hlt/Hlt2Conf/python/Hlt2Conf/tests/bandwidth/
• Rebase after !483 (merged)
• test with both master and 2024-patches. lhcb/Moore!4073 (merged) and lhcb/Moore!4074 (merged).
• Merge with lhcb/Moore!4074 (merged) and lhcb/Moore!4073 (merged)
