Add processed MEP files for pp+SMOG throughput/rate tests

MR to move throughput/rate tests with pp+SMOG2, currently relying on pp+SMOG2 MC, to MEPs collected last year.

Goes with lhcb-conddb/file-content-metadata!161 (merged), to be tested the key is working before undrafting.
