Draft: [RTADPA BW Tests] Copy streams_attributes_file to to_eos for use in spruce jobs

Since updated sprucing streaming, the spruce stage requires a streams_attributes_file from hlt2. Add this to the to_eos/ folder for potential use in spruce_latest_bandwidth tests

Is standalone, but can go with lhcb/Moore!4993 (merged)
