[RTADPA BW Tests] Add PbPb bandwidth test

Goes with lhcb/Moore!5407 (merged) Rebased off !599 for TestFileDB entry

Test schedule change lhcb-core/LHCbNightlyConf!1452 (merged)

Still TODO:

• Check input rates/output bandwidths are sensible from IFT side (NOTE: note all rates are accurate and will need to be scaled appropriately)
• Fix WG naming detection for new IFT PbPb lines
• Fix headline plot and per-test plot (broken due to two extra stream_configs)
• Update Moore MR to use 2025 options (deferred to later MR)
