Add ParticleTable.txt from DDDB upgrade/master

This adds a copy of the particles properties table from lhcb-conddb/DDDB!94 (merged).

The plan is to access the table from ParamFileSvc instead of DDDB (which will not exist in Run3). See lhcb/LHCb!3461 (comment 5450094)
