For Gauss v60 remove stalled event monitoring and signal handling
For Gauss v60 remove stalled event monitoring and signal handling as these do not work with multithreaded Gaudi scheduler. Once these are implemented in Gaudi and we have release of Gauss based on it I will make another MR to limit this removal from upper side to have it back again. For now, we will have to submit jobs with such number of events that we can finish. The issues in Gaudi are
