[master] feat: integrate RemoteRunner within RunApplication

In the context of the integration of LHCb workflows within HPC resources with no outbound connectivity: this MR adds the DIRAC RemoteRunner in RunApplication, which will allow Gauss applications to be pre/post-processed on our side, and processed on remote HPC resources.
