[v8r3] Recover v8r2 plugin utilities

Philippe Charpentier requested to merge charpent/LHCbDIRAC:v8r3-PhC-160819 into master

Due to a bad commit in the SVN trunk (probably) just before the git migration we lost some of the changes that were in v8r2. This MR recovers these changes
