[devel] fix the devel branch

Federico Stagni requested to merge fstagni/LHCbDIRAC:devel_cherryPicking_plus into devel

This large MR contains:

  • all the non-swept MRs that we accumulated in the last several weeks (we missed one or two some time ago, then the following ones could not get swept)
  • several fixes for adapting to lates DIRAC pre-version

Review carefully, but unfortunately with some urgency
