Disable watchdog in case of BOINC sites.

Cinzia Luzzi requested to merge cluzzi/LHCbDIRAC:disableWatchdog into master

Added check in GaudiApplication.py to create the DISABLE_WATCHDOG_CPU_WALLCLOCK_CHECK file in the current job directory in caso of BOINC sites.
