[v8r6] Review getDestinationSEList() and use for Failover

  • Take into account in getDestinationSEList() the assocaited Tier1 for a country (avoids redefining all SEGroups)
  • Use getDestinationSEList() to get the SEs to be used as Failover in UploadOutputData
