[MASTER] Add full BOINC documentation

Christophe Haen requested to merge chaen/LHCbDIRAC:master_DOC_FULLBOINC into master

This is all the knowledge I have about BOINC. I setup the boinc certification machine (lbboinccertif)following that by the letter. @ltomasse can check if he sees anything else to be added, or if he still misses anything before completely taking over BOINC.
