[DEVEL]BOINC: stricter TLS options

This contains stricter (and in fact more correct) options for TLS. @fstagni In fact, if going to real tools like tornado, we will need to adapt the tools in DIRAC to follow more or less what is done here (the generateSelfSigned script and so on).
