[master] Fix TS plugin and add run metadata to TS if needed

When adding files to the TS by other means but the BKWatchAgent, the run metadata was not added as usually it is OK... It may happen with old runs that this is not the case... Thus check if OK and if not add it...

For ReplicateToRunDestination, add run destination in the TS table
