[devel] Show explanation if integration tests fails due to missing secret

I've removed the secret from my fork temporarily to demonstrate how this will look.

When CERN GitLab is next updated (end of month) we will be able to make this situation an allowed failure: https://docs.gitlab.com/ee/ci/yaml/#rulesallow_failure

I've included the commented out configuration for how to do this.
