Add command for locally running tests to LHCb environment

Working on issue 5.

Added

• List function to see which productions are available
• List function to see which jobs are available inside a given production
• Render function to render the info.yaml for a given production
• First version of function for reproducing online job
  • To be implemented later: retrieving json file from AP online
• Started local testing function
  • To be implemented later: automatic job options
