QEE: mW bbbar / ccbar samples

Commissioning Request for LbMCSubmit

The request itself is for bbbar/ccbar samples for the mW analysis, as we are still missing 2017 and 2018 samples. The full request will eventually be about 20 Million or so, but for the moment this many events are enough to test both the mW analysis and the LbMCSubmit :)
