Automate the CI for better testing infrastructure

Right now the CI only triggers through manual action - I think it would be better if:

  • We then set the Allen master branch to repeat its CI once a week (in Pipeline schedules) - giving us a good idea of when Allen looses compatibility with the containers
  • The (normally triggered-manually) OCI test will then run automatically
