Add ability to skip ref updates based on predefined string in ref file name

If the ref bot finds 'REF-BOT-SKIP-UPDATE' in the ref file name, it will then skip making any updates for that reference log.

If the ref bot finds either 'REF-BOT-SKIP-DETDESC-UPDATE' or 'REF-BOT-SKIP-DD4HEP-UPDATE' then it will skip the update for the only detdesc/dd4hep builds respectively.
