Use 2024-patches branch and mr slot instead of master
As discussed at the PAC, to enable the creation and use of the 2024-patches production branch wee need the ref bot to be able to use that instead of master.
Ideally the ref bot should be able to use any slot/branch, but replacing the hardcoded master with a hardcoded 2024-patches is good enough while waiting for a proper fix.
