Example of adding HLT to 2024 processing

I have made basic setup to run HLT1 and HLT2 for 2024 using latest changes in it. At this moment we do not have 2024.Q3 or expected-2024, so I attached HLT which should be good for 2024.Q3 to 2024.Q1.2 datatype in order to test things. Also for now we do not have sprucing yet, so I disabled that also for 2024, but eventually we want to add sprucing as well. I keep this as draft until we introduce 2024.Q3 (or expected-2024 again) and update this MR to that data type.
