Support for sprucing in 2024.W31.34 (blocks 1 and 2)

This adds support for sprucing in blocks 1 and 2 with some infrastructure to allow it (and make other blocks quick to implement). Idea is not to run sprucing by default, but only when user requests it. Currently in draft as there are few more things I want to do with it:

  • Initial support by user specifying version
  • Rename sprucing version to just 24c2 instead of Spruce24c2
  • Allow default sprucing version added just by boolean flag instead of specifying explicit version
  • Add relevant tests for 2024.W31.34

This deals with lhcb-simulation/mc-productions-setup#42
