Add smog flag

Chris Burr requested to merge support-smog-flag into main

@admorris What do you think to defining smog requests using this flag in the YAML? i.e. smog: true can be put next to the collision-types.

Alternatively we could have the collision type be some kind of composite key like pNe_smog. (I keep flip flopping between which one I prefer.)
