[QEE] electroweak run3 measurements: 2024.W31.34 conditions

Results in cond Beam6800GeV-2024.W31.34-MagUp-Nu6.3-25ns-Pythia8

New simulation condition, 2024.W31.34, announced in https://indico.cern.ch/event/1455036/#1-news-and-urgent-matters.
This corresponds to the Block 1 data. We wish to provide validation from the side of electroweak (high pt muon) physics when comparing to the data.

• selections were copied from the previous request (!571 (merged)).
• Thresholds have all been scaled down by a factor of 5 (fit within PPG limits of request).
• 2024.Q1.2-> 2024.W31.34
• Only magnet polarity Up to match what was in the data.
