Add priority and comments to main RD request

@jherdiec , @tlong : I tried to comment with priorities based on the feedback received and adding comments on places where i think there might be fixes to do.

Have a look and feel free to adapt.

@gkhreich , @cmarinbe , @matzeni Given your feedback on the priority list for early measurements, please double check if my tag for priority 1 is ok to you.

All the others which have an analysis in pipeline but not targeting early 2025, have been placed to prio 2, for those analyses which were using the samples to do initial studies prio 3 is assigned.
