Bug fix in VertexResidualTool.cpp

Bug fix in VertexResidualTool.cpp: In a modernization step on May 24 2020, the default value of MaxHitsPerTrackForCorrelations was changed. As a consequence, the correlations between the hits of different tracks in a vertex were no longer computed.
