Add empty survey for SciFi alignment

To prepare the software for the real survey input for data-taking, we include a dummy survey for the SciFi alignment.

Using the survey uncertainties for the (half) modules modifies the amount of uncertainty for the (full) modules in the calculation, so the Escher test for align-ft-modules is also updated
