Alignment options and tests with PrKalmanFilter

Added options file to run FT Alignment with PrKalmanFilter with adapted FTTrackMonitor. Small fix to AlignVPsHalves_PrKalman to make it work with recent changes in PrKalmanFilter. Also adding corresponding tests to make sure that Alignment always works with PrKalmanFilter.
