Calculation of chi2 values for joint module parameters

Calculates the chi2 values for the set of parameters for module joint constraint and prints them into the logfile. Adds new uncertainty values to function 'FTHalfModuleJoints' in .../TAlignment/Alignables.py, so that the calculated chi2/dof values result in around 1 for 500k events.
