Creating a new build dir conflicts with the existence of PARAM
When creating a separate build directory (eg. build_dbg, build_rel) and building Allen twice, the second time it complains about directory ParamFiles
already existing. Eg.

fatal: destination path 'ParamFiles' already exists and is not an empty directory.
This likely happens since !812 (merged). A solution would probably involve writing param files to the build directory instead of input
.
