Add tests for muon raw bank version 3

Run TestMuonTable and compare_hlt1_hlt2_hits on a sample with muon raw bank version 3, once lhcb-datapkg/PRConfig!251 (closed) is merged.

  It looks like many of these functions are duplicated between the two testing algorithms. Please split them into a separate pair of .h and .cpp files.
