Do not use factors for allocation in muon decoding

At present, muon decoding does not have a way to anticipate how many crossings there will be, and as a consequence the number of crossings is anticipated with a factor. This factor has recently overflown (see #367 (closed)), and its proposed solution doesn't fix the limitation introduced by the factor. A more robust solution should be sought.
