Draft: HLT1 seeding & matching with UT

Configure seeding&matching sequence to run with/without UT. For now, UT information is added to VELO tracks through the compassUT algorithm.

TO-DO:

  • have single algorithm for VELO-SciFi or VELOUT-SciFi matching (make type of input tracks configurable, as in forward)
