Allow test on commissioning MEP with `allen.py` and DD4hep

The purpose of this MR is to make the Allen.mdf_input test pass for the DD4hep builds and in MooreOnline!165 (merged) add the AllenOnline.real_data_mep test that should also pass for the DD4hep buids.
