Optimize cluster neighbors cut

Nuria Valls Canudas requested to merge nuvallsc_optECALClustering into master

Update of the threshold value for a neighbor digit to be added to an ECAL cluster.

A small study has been done in order to optimize the value according to throughput and efficiency (see slides Study_of_energy_cut_in_HLT1_ECAL_clustering.pdf ).

This MR is ready for testing.
