Fix tae_index increment bug

Kate Abigail Richardson requested to merge new_tae_sequence_crash_fix into master

We were able to reproduce the new TAE sequence crash offline with a recent MEP which led us to find this bug in the OutputHandler. Testing offline there is no longer a crash.
