Draft: WIP: Enable HIP on el9 using the HIP 5.4.3 installation.

This MR enables back compiling for HIP in the build stage of the Allen CI.

  • It uses the recently installed HIP 5.4.3 from CVMFS (thanks @bcouturi !)
  • It also adds architecture gfx90a to the list of HIP_ARCH supported by Allen, matching what is installed in n4051701.
